The biggest mark against it is actually her age, imo: she's not actually old enough to be diagnosed with many/most things. That graphic also makes a point of discussing how her childhood environment interacted with her own feelings to make her the terrible person we see in most of AtLA, but just because there is an apparent cause like that doesn't mean a person does not actually have some kind of disorder. Antisocial personality disorder seems to have environmental roots as well as genetic ones, for example.

Guess we'll never know about Azula and how she would have reacted in a different environment. We might get to see what she was like as an adult, but I would bet it would be shaped by her experiences as a child/teen so even then, she might turn out differently than she would have otherwise.
