Nick Fury also tried to arrest Cap once, in Captain America #217, when Cap refused to join his Super-Agents of Shield. If I go through his entire history I'm sure I can find plenty of other things he's done that Maria would have been raked over the coals for if she tried doing.

And what storyline did the "military project designed to kill superheroes from orbit " happen in?

If they mean Project Wide Awake, wasn't that Civil War...ish? One of the tie-ins? Or something? I never managed to get through that entire mess so I only heard about it second-hand, and it seemed like different Marvel writers were publishing five different drafts of the story at once so I don't know how canon it is. Or maybe they mean something entirely different from the hardcore shitstorm that was early '90s Marvel, in which case ignore me.

I seem to recall cap deliberately instigated that fight as a test.

It was shitty writing, but he didn't actually try to arrest him.

Hill, by contrast, tried to arrest cap for a law that wasn't even signed into the books yet.

Tried to arrest him AND then ordered to use lethal force if necessary against Cap.
I really hated her from that moment on, and I don't even like Cap!
