I never managed to get through that entire mess so I only heard about it second-hand, and it seemed like different Marvel writers were publishing five different drafts of the story at once so I don't know how canon it is. Or maybe they mean something entirely different from the hardcore shitstorm that was early '90s Marvel, in which case ignore me.

It was shitty writing, but he didn't actually try to arrest him.
Hill, by contrast, tried to arrest cap for a law that wasn't even signed into the books yet.
