That's an awful lot of assumptions and coincidences that had to go exactly according to plan in order for her to have ONE chance at killing her. BEFORE she caused Prim's death, by the way. In order for all of that to happen, she would have had to have made up her mind about killing Coin before Prim died, and before she even knew that she was going to be going into the city by herself with a team to kill Snow (because if you'll recall, the plan was for them to go in and get Snow and then bring him back so Katniss could kill him. How could she possibly have known that that plan was going to fail and that she wasn't going to be able to kill Snow in District 1 so that she would have a shot at killing Coin during Snow's televised assassination in District 13 instead?).

Let me preface this with I think Katniss didn't make her decision until she said yes.

By yes, I meant yes to the new Hunger Games. Which occurred literally right before Snow's supposed execution. So 3/6 coincidences were already met, and the others were pretty much going to happen.
