I think, and I'm sure I'll be corrected if wrong, but over here in the UK at least the IP relates to the ISP's servers and not the home address of the user. So having the same IP just means that they have the same ISP and are in broadly the same area.

I would agree with that. Many ISPs in the US work the same way - they'll pass out IP addresses dynamically, which means that the IP for any given home may change. Typically even dynamic IPs will be consistent for at least a week or two, but any power failure or other interruption of internet service can reset them.

It's quite likely that the two users have the same ISP and live in the same area, but without more information, that's about the most certain I'd want to get. It's certainly possible that they know each other, or used the same computer (library, etc, as mentioned previously), but it's just as possible that they just happen to be in the same area on the same ISP.

Now, if you get a series of posts from the same IP from both users at the same time - A-B-A for instance - that makes it far, far more likely that they're using the same computer, or at least the same network. (College campuses, workplaces with an internal LAN, and the like often will share IPs as well.) If you see that kind of behavior, I'd start suspecting something fishy.
