Nope! In fact he just sort of shuffles off responsibility and just makes a playground of the city; robbing the banks, etc. If he was murdering people in the street, it would have been mentioned -- and Roxanne wouldn't have been nearly so forgiving by the end of the film.

The only person he ever tries to kill is Metro Man, and even then he's not trying very hard. It's more about the challenge than actual murder for him. He even grieves for the guy; "I meant tried to destroy you, but I didn't think it would ever actually work." He's not really going out for fatality; this is a huge game of cops-n-robbers for him, that's all.

As for the life sentences, that's pretty easy to logic out. He's just such a habitual offender and has been since he was a child, that thus he's got enough charges that with repeat offender laws that mayhem/proper damage now comes with max sentencing, bottom line. Hell, he probably just puts in a plea of no contest if you can even get the guy in the court room.
