The queen changes her mind because by that point she's seen that Merida's chosen lifestyle makes her happy, and that she has a lot of virtues even though they don't directly relate to being a queen. The scene by the river is a big part of it, I believe. As a mother she wants Merida to be happy. I'm not really sure why people clutch to the 'but it's tradition!!' argument so much-- traditions change. Or in this case adapted because at the end they don't completely discard the marriage, just postpone it for the happiness of everyone involved (remember even the princes ended up siding with Merida when she said they should be free to chose who they liked)

I also think that Merida does have the talent to be a good queen-- she did learn the history lessons her mother taught her and applied them when it was needed. She's just maturing slower than Elinor.
