Apology came too little, too late. That's like purposely refusing to meet with a friend because you'd rather do X, not tell them, and not apologize even though you do it repeatedly. Then you finally do after they blow up and declare friendship over.

And he returned the kiss. One could also make an argument for all the kidnapped!Korra fawning he did and the gooey praise he heaped upon her pre-break-up in the finale. Dunno if the latter two things count as "cheating" but they certainly weren't done platonically either.

You mean the weak-ass apology in which he did not actually take responsibility for anything? He said he was sorry "things got so crazy." There IS an important difference between "I'm sorry I broke your lamp" and "I'm sorry your lamp was broken" fyi.
