I mean it wouldn't stop it - especially long term as non-governmental/corporate entities started actually putting in the work for alternatives to the www, and you'd see an explosion in people directly sharing things on flashsticks and hard-drives the same way you had people burning floppies/CDs back in the day.
But they could easily get a string of pyrrhic victories whilst that happened.

To be honest, I'm not against people who pirate to get a preview of something to see if they want to shell out the cash or are obtaining things not licensed in their region. It's the people who download gigs of shit they'll probably never watch and act smug about it that make me eyeroll.
