This doesn't really apply to manga since I haven't read any in a while, although it should apply to the whole downloading issue.

I download things to preview them, and then I buy the ones I really like when I can afford it. I also keep some of the stuff I download because they are a bit more portable that way. I usually stick to the idea that if it's finally within your means then you ought to buy it when you can, and that way the artist who created it can pay the bills and is more likely to make more of the stuff that you might enjoy again.
