The problem is that the comic book writers felt the need to put in a boob window, even though the character apparently doesn't like people staring at her boobs. Why not just give her a costume that isn't all sexed up?

She couldn't find a logo that she liked. Her costume is based off of Superman's, but her name's Power Girl, so she can't have an S. She couldn't think of anything, either. So she just left it. Open. To display her massive boobs.
