I always thought PG did own her sexiness. Even in the panel OP used, it's not like "DON'T STARE AT MY BOOBS!" just kind of a playfully exasperated note, or at least, that's how I read it.

That's what I loved about the old PG costume--it was fun, sexy, a little silly and just a wee bit vulgar, much like Peej herself. She rocked it. Tim Gunn even said so.

Hell, and I know everyone whines about how weak the whole "she couldn't think of a symbol!" argument is, but...well... Sorry, the PG Boob Window kind of works as a legitimate icon for who she is. Seen how Amanda Connor draws a quick Power Girl head sketch? There's usually a little circle for the boob window right under it. You see the boob window, and you know who she is, same as seeing the Bat symbol or anything else. But it's very exclusively her.

I think it's one of those things, like Emma Frost's clothing, that would probably work better if most super ladies weren't dressed similarly. Something where it was clear that her clothing was a distinct character choice, rather than the default for heroes with breasts.
