I find a lot of horror movies don't scare me, either. I think there are different types and styles of horror, which may or may not be scary depending on what gets to you. For example, some people may be easily scared by knowing what's going to happen and anticipating it, so more formulaic slasher films might get to them. But if you need to genuinely not know what to expect, they'll just feel formulaic.
I also think that in some subgenres of horror, being genuinely scary isn't even necessarily the aim. I get this feeling with a lot of "torture porn" movies -- the terrible things that happen to the characters are treated like a payoff, not something that you're supposed to dread.
