No, it's not a rule. If you're physically threatened, you can fight back. If your property is threatened, you can't use deadly force. Then again, in Western Europe, it is very rare to have a gun at home, and even rarer to use it. Practically everyone I know has never seen a gun up close, much less fired one. Vigilantism is really not deeply rooted in the society I live in.
