Yeah, there is at least one point during the series where it becomes abundantly clear that she IS thinking about kids (when she talks about Peeta's children playing the The Meadow, at the same time she is realising that she would be "irreparably damaged" if he died) but refuses to take the thought further because the Capitol was still in control. I'm usually one for skipping the Babies Ever After trope, but all through the books I had the impression that Katniss did, on some level, desire children of her own. When her traumas are dealt with to some degree, when there is some sense of security (money, a suppportive partner even if it does veer into codependence) and safety (no Hunger Games or political threat), then it makes sense she would take that step.
