Ask if they're willing to commit to your standard of cleanliness in communal areas, maybe on a rota basis. Make sure they tell you honestly about their drug habits (including alcohol and smoking) and know of yours in return, so everyone's on the same page and you can come up with a household drug/smoking policy.

(I've always heard 'flatmates', but I'm British, so.)
