Are you somewhere other than the US? I don't know if you can get packages of panties in other countries, but if you're in the US, go to the underwear section of Target (or any department store, probably) and there will be plastic packages of about 6 or 7 pairs of panties.

Oh, that would explain it. I live in the US, but I live in the middle of nowhere's asscrack. It's such a pain in the ass to go to a department store from where I live that most of the time we just order our shit online.

You can order packages of underwear on the internet. You can get them from like Haynes online.

I live in Europe and panties come in packages here too - so no, not just a US thing...

You can buy panties (and socks and briefs) in packages in Sweden too. ^^
