eh, Thor was sent to Earth to learn humility from the humans. So Odin was judging Thor by human standards. If you can judge Thor that way, you can judge Loki that way, even if he IS a dwarf giant and not an Aesir.

Yes! This exactly! If we are to judge Loki by the standards put forth by Asgard (and by Odin specifically), then the same standards, if not higher ones for good and humility and compassion apply because Thor was sent here to learn JUST THAT!
