Could another reason be that they are in a comedy? Comedies have a tendency to get less slash fiction than dramas. I don't know what it is about dramas that brings out the hot and heavy in fanfic writers though but it does.

I think these kinds of shows just attract less of a fandom culture in general.

I think this more than anything. There doesn't seem to be a lack of shippers, but it's a sitcom. They never seem to get a lot of fic. Honestly, compared to a lot of comedies, Community has a lot of fic (468 on AO3, compared to less than 200 for Parks and Recreation and less than 50 for Arrested Development, to randomly use two other comedies). A fair amount of it looks to be Troy/Abed. Whether it's well written or not, I couldn't say, as I've not read any, but it's there. But it's not the type of fandom that's ever going to have a ton of fic.
