Personally, I think you're dead wrong, OP. Not just about his looks. Seeing him in POTC and Snow White & The Huntsman, he was one of the few things about both movies I liked. He's got a very charismatic personality in both, despite being in very few scenes. Whether or not he can really sink his teeth into Finnick's character and delve really deep, I don't know, but I feel they made a very good casting choice.

Most people who've seen him act seem to think he'll do okay. I haven't but I'm glad he at least looks the part, or at least will look the part once hair & make-up are done with him.

Apparently he was very good in White Heat.
