I am pretty sure they mean any series that overuses moe character designs.

I suppose in this context I'm using it to refer to the catering towards a particular brand of character meant to define innocence and naivety, whilst inspiring a protective instinct in the viewer - which is invariably tinged with sexual overtones.

Though such a base description doesn't come close to pinning down the exact conception of what I mean by moe.
