There are a bazillion lists of "newbie" stories, to get people into Dr Who. With this much history, you can really pick based on what you like. What sort of story or 'monster' do you like to watch?

If you just want to get into the new stuff, start anywhere. Start right now: it assumes new viewers are starting every series. Or start with Series One, when New Who started, when Christopher Ecclestone was the Doctor. Or start when David Tennant took over, or when Matt Smith did (not a series I particularly recommend, but you'd catch up easily enough).

Watching Dr Who, everyone expects to see characters and aliens that have a history that they haven't watched. In the days before video, they used to stick in aliens who hadn't been seen since a story 10 or 20 years earlier, and the audience just generally went with it. It doesn't usually matter if you don't know the backstory or the history, because that's just an extra.

Oh, and if you want a brief overview of basic old Dr Who, I find The Five Doctors very fun. You'll at least recognise a lot of aliens and characters, if you've watched that, and have got an idea of how silly it can all be (and the way the budget got slashed).
