I don't count myself into the Tumblr culture but I think 3 does have a logical reason: It is done that way so only your followers can see what you are saying instead of everybody including the original author. It makes it more neat in a way, since if every reblog would include a comment it would get caotic, and it's to avoid people butting in and arguing with you because they don't share your opinion.

Usually those who post the tags as comments are not posting theirs but the ones from others which they found particularly good/funny/interesting

1 and 2, tho, are because people are stupid xD
