I know nothing about the character but "Oogie Boogie" has been used as a racist phrase to describe Africans and their "primitive" cultures.

Weird. I thought 'Oogie Boogie' was taken from 'Boogie Man' and explained why he sings "I am the shadow on the moon at night, filling your dreams to the brim with fright"

Not the person you're responding to, but huh I never knew that. I always assumed in the movie Oogie Boogie was meant in the scary context, like the Boogie Man.

This. Even now when I am aware of many outdated racist stereotypes and words most people don't know about anymore, this is the first time I heard of this one.

And for years I didn't know who played Oogie Boogie or associate him with a black guy because of his voice (except perhaps subconsciously, if you believe that's inevitable).

True, but I suppose it sounds similar enough for some people to make the connection. I personally don't think the Oogie Boogie man is racist, though.

Perhaps not, but Tim Burton is definitely racist, going out of his way to exclude characters of color in all his productions. In his world, they don't exist. Unless they're a Cherokee Princess like Johnny Depp of course. Only vaguely "exotic".

There are black kids in Nightmare Before Christmas. They get the ghost vampire doll and the bloodthirsty duck toy before Santa swaps those out for a teddy bear and a sailboat.
