I know nothing about the character but "Oogie Boogie" has been used as a racist phrase to describe Africans and their "primitive" cultures.

Weird. I thought 'Oogie Boogie' was taken from 'Boogie Man' and explained why he sings "I am the shadow on the moon at night, filling your dreams to the brim with fright"

Not the person you're responding to, but huh I never knew that. I always assumed in the movie Oogie Boogie was meant in the scary context, like the Boogie Man.

This. Even now when I am aware of many outdated racist stereotypes and words most people don't know about anymore, this is the first time I heard of this one.

And for years I didn't know who played Oogie Boogie or associate him with a black guy because of his voice (except perhaps subconsciously, if you believe that's inevitable).

Perhaps not, but Tim Burton is definitely racist, going out of his way to exclude characters of color in all his productions. In his world, they don't exist. Unless they're a Cherokee Princess like Johnny Depp of course. Only vaguely "exotic".

There are black kids in Nightmare Before Christmas. They get the ghost vampire doll and the bloodthirsty duck toy before Santa swaps those out for a teddy bear and a sailboat.

Oogie Boogie was a racist stereotype? Where did they get that idea from? His voice? His voice always reminded me of a Texas oil tycoon.

I had the biggest "Oh, THAT'S what that's from!" moment when I watched The Old Man and the Mountain http://www.youtube.com/watch?v=SoJkxNa6v14 and heard the lines "what are you going to do?" "I'm going to do the best I can." I thought it was really cool that they used Cab Calloway as the inspiration for Oogie Boogie's movements and dancing.

I think "Oogie Boogie is racist" is REALLY reaching. It's just "boogie man" + "boogie" (as in the music). His voice doesn't sound distinctly of any race to me, either, just deep (because scary bad guys have deep voices).

It is worth noting that Elfman is a huge Cab Calloway fan, having incorporated St. James Infirmary/Minnie the Moocher in the style of Calloway in live Oingo Boingo performances and as a production number in St. James Infirmary. Selick of course slips in his own visual Calloway homages referencing the classic Betty Boop in which Calloway was rotoscoped.
