I think concrit has a negative connotation just because there are so many flames out there using the term as a disguise.

I consider concrit to be any comment that goes into detail on why the person felt that way, or how a situation came off to them. Justified praise escapes too many evaluations, and that can leave someone feeling like they did everything wrong (which is rarely the case; I'd suggest not saying anything if you can't find one spark of life in a work).

Just like it takes practice to leave good concrit, it takes practice to receive it well. I wouldn't judge anyone banning it, because they may have had a bad experience, or are just too fragile at the moment. I think the wish should be respected, but I know it reads trollbait too. If someone just wants to post work for ego-stroking, that's cool. We all need to be vain sometimes.

If it's not specified, I say leave it if the mood strikes. Some people don't outright ask for concrit, but appreciate it just the same.

Personally, I do like to receive it. But I also treat it as just another opinion, and remember that it's subjective (I've received opposing critiques before, and that was super fun!). It hasn't occurred where I request no concrit, and someone leaves it anyway. I imagine not caring in that scenario. If someone leaving concrit on a work would upset me, I likely wouldn't post it in the first place. Zero feedback at all unnerves me more.
