One of the interesting things about Steve is that his level of rebelliousness is perceived differently depending on what time or situation he's in, even depending on what size he is. I think he is a bit of a boy scout, but definitely not the type to blindly follow orders.

He sneaks into restricted areas to find weapons of mass destruction manufactured by the people he's working for, breaking locks to do it. Which isn't very sneaky (he probably didn't get his lock-picking badge), but it isn't very "blindly following orders".

Not to mention he was willing to break the law to try to get into the military in the first place.
