Gonna assume you're talking about the fanwork/consuming-media fandom, and not the fandom that creates the music and just wants more voices to work with.

But anyways, your average jfen source material can be pretty good at passing the bechdel(sp?) test. This isn't as rare as you say it is. As long as you don't find the infantilization or ott fanservice those characters get as a negative (i'm thinking of all the moe uguu and harem trends that come and go because they basically all involve pandering rather than anything to do with equal opportunity air time).
