Your first thought might be "that looks unprofessional" but the uniform, time and place, and credentials will override any misgivings you have about the tattoos. Besides, rules might have changed. It's not like you're up-to-date on this information.
I'm not saying that nitpicking is bad, just that long hair is not likely to completely throw an official in the places Sam and Dean end up in.
