No, these characters are human. They are drawn with white (as in the color white) skin and as little racial signifiers as a human figure can have- the author says they are raceless and the reader can project any ethnicity they want onto them. Many would say that he hasn't done a great job of writing them that way, and especially early in the comic there are several different points where he seems to forget this and says something that tends to imply they are white. Official merchandise, like these stickers, often has them more human looking than the comic's art with random races.

Well, some of the fanwork has been adapted into official merchandise. These stickers are part of a kickstarter prize, for example.

Each character has a primary color that's focused on more then their skin, anyway.

We have a much-beloved fic where one character turns into a chair and then the purple streak guy up there lays eggs on him while dressed as a princess. As long as you get the canon details relatively correct your story will be welcomed and lauded.

Hell, even late in the comic, there's mentions that they are at least light-skinned. When the trolls first start trolling the humans at the start of Act 5-2, several of them are puzzled that they are 'pink' (Karkat definitely says this, and I think Terezi as well, though I don't quite remember). For contrast, when John shows Vriska the Crosbytop, Vriska describes him as a '8rown human'. Kanaya also describes Rose in her prose as 'white as a ghost', but that's probably a reference to the colour that she is actually drawn.
