It is TTGL. This layout was made back when it was airing (or had just finished) iirc.

lol, no, it's totally him. I think the layout was made back when the anime was still pretty popular and we were getting flooded with "NOOO KAMINA ;_;" secrets.

Actually it was that there were so many "Kamina saved my life" secrets that it became a meme. The layout was originally red instead of blue and the guy was just some random muscle dude, but by popular demand (pursuant to the meme) he was changed to Kamina.
