i would hope that if someone was serious about being an author, they would try to think critically about writing and clue into that sort of stuff just by reading stuff in general (be it another person's fanfic or original fiction, or going over your own work), without needing to browse a community like fanficrants.
honestly i feel that if an author is prone to using cliches or w/e, they'll probably do so regardless of whether they were involved in fandom beforehand or not. for all we know even if they had been in fandom beforehand they could've still spent the entire time writing the same kinds of stories, which could've been met with praise anyways. not to mention that there are authors who have been around for ages, and their writing styles haven't changed much.

and as far as fandom is concerned, people tend to write/draw the kind of works they themselves like to read/see. if someone rehashes old formulas and arugably tired tropes in their fic, i think it's reasonable to assume that they would (probably) enjoy reading that stuff in someone else's fic. same goes for authors of original fiction. people don't want to write for the sake of producing something they themselves wouldn't enjoy (but i think this rings more true for fandom, especially since the lot of us aren't making a living of of posting fic).
like. . . you don't need to be in fandom in order to improve your abilities, but you do need to actually care about becoming a better writer, and that's a mindset all of it's own which need not be fostered in a fandom enviroment. and idk while i think everyone would like to be better at what they do to some degree or another, it's just not quite as important to everyone who enjoys writing stories or drawing art or what have you. . . ? (which is fine)
