No, Sandor and Sansa aren't THE "Song of Ice and Fire" but clearly there are various characters and plot points that represent "ice and fire" throughout the series.

To assume that it's IMPOSSIBLE that GRRM didn't intend such a metaphor between significant relationship involving a character associated with fire and a character associated with ice/coldness is incredibly naive.
