Yes, but while people react to their circumstances, not everyone will have the identical reaction to the same circumstances. So the characters' reactions to the world they're immersed in should arise organically from the underlying character that they had in canon--that would be character development. As an example: maybe an author thinks that character X should have PTSD after all he's been through--and maybe he should. But the way the condition manifests itself should be based on what Character X is like in canon--it's not one size fits all.
