"She has a name, one Jenny is quite familiar with...instead you find yourself referring to Jenny's best friend as 'the tall girl' or 'the brunette'..."

When I see this keep cropping up repeatedly in the same story, it's bothersome, but otherwise? Unless it's a first-person story from Jenny's perspective...that bit of narration is not about how Jenny thinks/feels. It's for the reader's information, and has nothing to do with Jenny.

Not necessarily. A lot of fiction works from a third-person limited viewpoint. Or third-person omniscient. Either way, it means that how the character feels will be reflected in the narration. You can write in third person but be primarily focused on Jenny's PoV. That means that even if it's not as intimate as first-person, everything does get filter through a jenny-filter, and Jenny is unlikely to think of her friend as "the brunette."

Dude, there are other ways to describe a character's hair that are better than implying that someone doesn't think of a good friend as a person with a name.

implying that someone doesn't think of a good friend as a person with a name.
Did you, like, miss the entire point? That's only the implication in specific styles of writing. In regular, third-person stories, "the brunette" is not a reflection on "Jenny's" feelings for whoever the brunette is.

I don't particularly like such descriptors because they ARE kind of lazy and jarring, but all this twattle about "Jenny KNOWS HER NAME!" as if it applies to every story ever written is nonsense.

Perhaps nothing that Jenny knows should be written. It'll make for a confusing read, but at least it will be consistent with how Jenny thinks and/or feels.
