Is this really true? Because I'm pretty much straight up and down (34-28-34), and nothing ever fits right. If the hips fit, the waist is too small. If the waist fits, the hips are huge. I have to either wear men's pants, or pants so low-rise that only the hip measurement matters. I assumed hourglass shapes would have an easier time.

According to wiki a 28" waist would put one at a size 10, the hip measurement for that size being 39". Which is way, way too big for me. Conversely, 34" hips would put one at a size 4, the waist size for that measurement being 23" - which is way, way too small.
So I'm not sure where you're getting the "hourglass" thing; it's painfully apparent both from when I try on clothing and from the listed measurements themselves that having too much curve isn't the problem - it's having to little.

Anyway, I feel you. Basically all I wear are Old Navy short jeans, and while the waist is generally good, the hips balloon out ridiculously. This leads me to wear mostly boy jeans, because they actually fit. And are comfortable.

But yeah, I'm in the same boat, men's 28" pants with a 34" inseam fits me pretty much perfectly.
Oh well, time for more oats and squats.
