Really? Isn't that a piss poor excuse?

There are so many "cultural" things out there that most people would call out and out torture or mutilation. For one thing, female genital mutilation. Which is part of many African cultures. Should we not say anything about that because OMG! cultural erasure and white imperialism! You are a part of a global community. You can't do anything you want under the blanket of, "That's my culture" and expect the rest of the world to go, "Oh, okay. Do what you want." That's not how things work.

Also what about foot binding? (completely ignorant foreigner- is that still a thing?) It is(was?) a part of Chinese culture, and it was incredibly harmful.

It freaked me out as an American when my mom pointed out that her grandma -- the only wholly Chinese person in my family tree in quite a few generations -- had her feet bound. I had heard of it before, but really thought it had died out way before then (this would be late 19th century). I've also always wondered what her husband, who was Spanish, thought of the practice. But she didn't stay in China and afaik didn't pass on anything besides knowledge of the practice on to the next generation.

I think the thing that ticks people off is that the only justification was "but it's part of their culture", which is the shittiest excuse ever. At least give another reason.

They are simply saying that telling someone they aren't allowed to judge a behavior because it's "their culture" is problematic, and shouldn't be the only response/excuse for ANY behavior.
