You're kidding, right? How on earth is a Winter Soldier film for Cap2 underwhelming? I have to assume that you've never read the comics because no one who has read them and is in their right mind would call that story arc underwhelming. :|

Personally, while I sure as hell wouldn't call it "underwhelming", I was kinda taken aback at the announcement because I sorta think it's too soon. It would be a GREAT plot for CA3, but...I wouldn't want it to scrimp on Steve's post-freezing but pre-Winter Soldier characterization either, which is my concern about having Bucky come back right away.

that was my first concern. it is really TOO soon and I love bucky/steve's relationship more in the comics. their age situation, how they met etc are so different in the movies

I won't lie: I was absolutely surprised when they announced Winter Soldier for Cap2 instead of Cap3. I thought they were going to build up to it as well BUT given how carefully the producers have been putting together the pieces of the MCU? I see every reason to be optimistic that Winter Soldier will be a solidly good film.
