I know of one place good for discussions, where "Europe" doesn't automatically mean "Western Europe" - fail_fandomanon.livejournal.com

There has been a lot of discussions about the West Europe vs. East Europe issues, there. You can check it out, OP, if you like. Although it's a panfandom meme and SJ is only one of the subjects discussed there.
