He's been onscreen more and done some pretty awesome things (excellent work on his part grabbing that riot shield -- it's man's best friend in a zombie apocalypse), but I'm not sure it does a lot to advance his character. We still know next to nothing about him personally.
I think what he needs is a couple of specific interpersonal bonds, people to have conversations with. That's how TV writers tend to develop characters: by making them have conversations. Mostly when he talks, it's either in combat or in whole-group scenes. He doesn't have anyone to talk one-on-one with, like Glenn has Maggie, Daryl has Carol, etc. I hope that in the next couple of episodes, where it looks like the writers are introducing a new group of people in the Andrea-and-Michonne plotline, they'll bring in a character or two that T-Dog can have some conversations with.

Still, this season has been a step in the right direction, so maybe it'll happen!
