I think a line is crossed when people send links or actual materials to the celebrities, or pester them in public, or stalk them, or harass them, or send death threats to someone they perceive as "interfering with the pairing" or what have you.

But people imagining celebrities having sex and sharing stories with fellow fans? I don't see that as a line being crossed. Plenty of people have fantasies about celebrities, writing them up and sharing them with like-minded people seems pretty harmless to me.
Plus, they're labeled as RPS or with the celebrities' names, so they're pretty easy to avoid if they freak you out or squick you or whatever. Some communities on LJ even say "no RPS" and have separate communities for RPS stuff. There's certain types of fanfic I don't care for, so I read the warnings and author's notes and then I pass them over. If someone wants to write a story about my favorite character getting killed off, or an RPS fic where an actor gets stage 3 cancer, or something that contains a fic that squicks me out, I just don't read it, I skip over it and go read something else instead.
