I do think that's a universal thing, though -- and it isn't just Americans doing accents badly. There are entire episodes of Sons of Anarchy where I want to smack Charlie Hunnam's dialect coach. As much as people complain that Americans don't get the dialects right, there are an awful lot of generic attempts at accents that will in no way match the location of the characters. Some of the actors on Spooks playing American characters were just plain terrible.

At least they try? With SJWs and couch critics tearing everything any actor does apart, maybe some of this stuff should just be let go.

There was an episode of Doctor Who (A Town Called Mercy) where they just botched the location vs. dialect of the actors. The worst part was that the voiceover had a completely different dialect than the actors. Very, very aggravating.

I think it's just that there are more examples of Hollywood movies and American TV shows with characters claiming to speak fluent X than in other countries' media. I've certainly heard badly accented English in German and Swedish movies, but it's usually used as a lingua franca rather than passed off as two fluent speakers conversing.

I guess most American creators are unaware that English is the most common lingua franca at the moment? Outside of spy shows and movies or movies set in another time period, there usually isn't all that much reason to pass off an obviously non-fluent speaker when accented English could be used.
