It's "Iron-Jawed Angels", a HBO film. It's really good, check it out!

Iron Jawed Angels. It was an HBO thing, not a big released movie. Has Hilary Swank, Frances O'Connor, and Anjelica Huston, among others. Even Patrick Dempsey is in it. It's about Alice Paul and the suffrage movement in the beginning of the 20th century.
