I'd...honestly just say 'I want to watch TV'. But then again, my girlfriend is someone I've known for years, and chances are she'd at least attempt watching it with me or find something else to do.

Though, OP, if you are using cuddling as a code word for foreplay, then I'm a little concerned. It just strikes me as a little weird that he doesn't accept 'because I want to watch TV' as a legit reason. [If I'm wrong, or that's not the case then please ignore this part.]
