It's called "positive anymore", and it's primarily used in the upper Midwest US states and in Ireland. I use it, since I'm from northern Illinois. What your mom said sounds completely fine to me. Like Hoggle2807 said, it means "nowadays" when used like that.

I've never heard of that before, though i've heard people use it like that. Neat! Thanks. :)
