Seems to be a regional thing. Everybody I've seen use it is from New York (state, not City. Though in this case the state does, in fact, include the city).

That's kind of weird, because I'm from Kansas, and wouldn't necessarily associate the way we talk with the way east-coasters talk.

I'm from upstate and I've never heard anyone use anymore like that either.

In fact, I'd go as far as to say anyone talking like that here would be considered a hillbilly.
