It seems to have not been released on video (and amazingly, the only video I can find for The Pyrates on YouTube is reading from the book)...but I remember it being pretty good. Watched The Pirate Movie (based on Pirates of Penzance) at around the same time, and transferred my vague memories of The Pyrates over to that, and was very confused about why my memories of it didn't match until rediscovering the existence of The Pyrates.
