It's shortly after Thor flips the table, during that whole, “You're totally right but we can't go, please brother, see reason! " moment. It's the perfect reaction icon, hehe.

Might be kind of weird but given the lighting and the angle, and not knowing the actual source, he looks sort of... rapturous, instead of exasperated.

I don't find it weird at all, because like you said, Loki is a master manipulator. (And LOVES it.) He's probably very regularly aroused at how easily he can manipulate Thor.
