The guy's Red Green, the titular character of the Red Green Show. Red's a handyman who uses duct tape for his handyman jobs, and routinely comes up with useless inventions that never work the way he imagined.

It's a very silly show. There are complete episodes on Youtube if you're interested in getting a taste.

Yes! There's even a mangy yellow lump polar bear named Thor and igloo-building episodes. Truly, it is a collection of all the stereotypes!

Maple syrup smoothie is delicious, maple syrup smoothie with bits of old rubber tyres are not. >:D
