Hmm... Well, Arya and Bran are both terrifyingly competent in their own ways, but I'm not sure either of them would be any good at actual governing. So if a Stark's going back to Winterfell, it will probably be Sansa or Rickon. Has anyone heard from Rickon lately? I was too blah to read ADWD and I haven't reread AFfC since it came out, so I don't remember what's happened to him. I wouldn't rule out it being Sansa.

My personal prediction would be not as queen (or king, if it's not her). My scientific wild-ass guess is that the kingdoms will be reunited under one Targaryen or another in order to fight the Others and generally restore order, and one of the surviving Starks will be appointed as lord/lady of the North -- but not king/queen.

That's one of the major things I think is Not Going to Happen. I don't think the North will remain independent - though whether it'll be reconquered by King's Landing, or absorbed into the Wildling Kingdom forming north of the Wall, split between the two, or simply flattened by the Others, I don't even care to speculate, at this point - and if it's absorbed by one of the other kingdoms, I don't think the Starks will be allowed to hold it (take a lesson from what happened with the Greyjoys, folks...).
