For a bit, maybe. Andrea is kind of an overconfident, enthusiastic, somewhat unobservant follower and the Governor is a cautious, meticulous leader, they'd balance each other out. But ultimately I think Andrea has too many basic scruples to follow him for long. Eventually he's going to break an unbreakable rule -- and she will drop him like a motherfucking stone. Her main problem is persistant naivete but that really only works against her as long as the veneer of trustworthiness is kept. Once the Governor proves he's untrustworthy, she'll go into survival mode and that's when her overconfidence and enthusiasm becomes an asset to her.
